Instrumental and Successful
I have worked with Anne Staines either directly or as a partner in social marketing campaigns related to traffic since 1998. Anne led the advertising portion of the OTS public awareness campaign as a subcontractor from 1998 to 2001. Her work was highly professional and successfully executed under tight deadlines and within budget. OTS has participated as a partner in other traffic-safety related campaigns that Anne has led as well. Anne requested and OTS agreed to fund the printing of large reflective signs to be displayed on big rig trucks for the Caltrans “Slow for the Cone Zone” campaign in joint partnership with the California Trucking Association. Anne also successfully proposed that OTS fund production and installation of permanent signs in roadside rest stops for the Caltrans Anti-DUI campaign,
“Report Drunk Drivers - Call 911.” In addition, Anne was instrumental in developing messages and talking points for a statewide press conference at which I was a speaker for the Anti-DUI campaign. I have always found Ms. Staines to be extremely professional, talented, organized, able to manage complex projects and knowledgeable about traffic safety issues.

Going Above and Beyond
As the project manager for a rehabilitation project on I-5 (the Fix I-5 campaign) in downtown Sacramento, I had the pleasure of working with Anne Staines and Katie Mothersell of ProProse. This rehabilitation project required that the Interstate be completely closed (one direction at a time) over a two-month period.
With the average traffic volume reaching 190,000 vehicles daily, their public outreach effort was critical to the successful implementation of the traffic management plan. Additionally, the project was located in the heart of downtown Sacramento with many residential, business and political interests. The team at ProProse ensured that public information material was disseminated timely and effectively so these interest groups were well-informed. Their responsiveness and dedication to the project was only matched by their professionalism and creativity, which all contributed to the overwhelming success of the project. I could always count on Ms. Staines and Mrs. Mothersell to follow through on any assignment and frequently they went above and beyond what was requested of them.

Responsive, Enthusiastic, Innovative
Anne Staines’ company, ProProse, recently enlisted the partnership support of the California Department of Alcohol and Drug Programs (ADP) on a Caltrans Anti-DUI Public Awareness Campaign. Anne managed the campaign very effectively and professionally, and met all deadlines. She and her team were very responsive and put enthusiastic energy into developing innovative solutions to achieve and surpass the goals of the campaign.
We were consistently impressed by Anne’s ability to attract and integrate a large number of meaningful partners into this campaign, including ADP, Department of Motor Vehicles, California Highway Patrol (CHP), Office of Traffic Safety, Department of Alcoholic Beverage Control, Mothers Against Drunk Drivers, California Friday Night Live Partnership, California Roadside Rest Stops, the PennySaver and Metro Networks. She also formed an advisory committee made up of the partners that proved to be very beneficial to this campaign. ProProse also involved youth in the campaign’s messages by creating a poster design contest that resulted in several hundred teens contributing designs for the campaign. Anne persuaded top administration at CHP to encourage motorists to help prevent DUI crashes and deaths by calling 911 to report suspected drunk drivers over holiday weekends. The CHP put the message on  changeable message boards statewide, resulting in substantial publicity. Because of the success of this idea, the CHP has continued to use this tactic on each subsequent holiday weekend.
